GBIAH Master Drainage Plan
S&B Infrastructure Ltd. (SBI) was contracted to develop a Drainage Master Plan Update (DMPU) and a Storm Water Quality Master Plan (SWQMP) for the George Bush Intercontinental Airport Houston (GBIAH) that served as integral planning and decision tools in support of the operation, and the near and long-term developments within the GBIAH depicted in the HAS Airport Master Plan Map.
GBIAH is the fourth largest airport with an area of 9,105 acres that represents the project limit; the airport is a part of five watersheds with an area of 26,900 acres that constituted the study area for the project. The DMPU portion of the project entailed extensive field reconnaissance, interagency coordination, watershed delineations, hydraulic and hydrologic modeling, sizing of culverts, channels and detention ponds, modifications to road and railroad bridges/channel crossings and flood plain mapping for the preparation of Letter of Map Revision. The SWQMP included the study and determination of structural and non-structural Best Management Practices for Stormwater Quality Management including erosion control and slope stabilization. Additional tasks included the development of a GIS database for drainage and storm water quality features and cost effective analyses of the alternatives to determine the impact of the proposed drainage improvements on the overall construction cost. SBI completed the preliminary design in compliance with Federal Aviation Administration (FAA), Environmental Protection Agency (EPA), and the Harris County Flood Control District requirements and guidelines.
The project not only included mitigation for the proposed aviation related developments like runways, taxiways, cargo facilities etc., but also provided alternatives to address existing drainage and stormwater quality issues. Mitigation of increased runoff from proposed developments was achieved through addition of detention facilities, new channels, and improvements to existing channels and culvert structures including road/railroad bridges. S&BI prepared an overall phasing plan for the drainage improvements to support the Airport Master Plan.
