La Salle County On-Call Engineering Services
S&B Infrastructure, Ltd. (S&BI) was chosen to assist La Salle County in the operation and administration of the County’s Road Department system and the administration of the County’s development regulations.
I. General Project Management - S&BI will organize and manage the project team, including: assigning the various engineering work tasks; directing and controlling the work; planning, conducting, and documenting internal and external meetings; establishing policy, procedures, and quality assurance; and furnishing the necessary technical and support staff to implement the preliminary project planning and development, provide preliminary engineering, final design, and construction management in support of various projects.
II. Advance Planning / Assessment for Capital Road and Bridge Improvement Program (Roads and Drainage) - In general, S&BI will provide all management and engineering activities required for the development of the Capital Road and Bridge Improvement Program (Roads and Drainage). S&BI will develop a program by preparing a conceptual sequence for design and construction for each project. Primary focus will be to address the roadway and drainage needs within La Salle County, the funding availability the identifica-tion of operational issues, the acquisition of Right-of-Way, and the prioritization of those needs and issues into a cost effective and efficient program. Environmental document preparation and public involvement is also included in this category.
III. Final Design and Plans, Specifications, and Estimates (PS&E) - S&BI will develop final design and prepare contract drawings, specifications and estimates for construction of each project or portions of the project.
IV. Construction Management and Support - S&BI will provide and support services for and during the construction of each project or portions of each project.
